Visiion is chosen in Chile to upgrade a crucial tool for investment management

Visiion was selected in Chile to lead various projects for the Ministry of Social Development, including the Integrated Project Bank (BIP), a crucial initiative for continuing the country’s development.

Since 2001, at Visiion, thanks to our experience in solutions for Social Protection, Public, and Financial Management, we have collaborated with various areas of the Chilean government, accumulating experience in developing complex and customized solutions.

Last August, we successfully submitted bids for two important public tenders to continue maintaining the BIP and to undertake a challenging project: building a new BIIP 3.0 version, adapted to new technologies and with user experience-oriented changes.

“What is the Integrated Project Bank and why is it so important for Chile?”

The BIP is the Information and Management System for all investment initiatives that apply for state funding in Chile.

The system was created in the 1980s and has evolved and adapted over the years to accommodate different types of investment initiatives. Initially, it was primarily focused on public works, but today it mostly handles initiatives related to social investment projects.

It is a system in which various entities participate, from National Ministries to Regional Governments and Public Companies. All initiatives that request funding and undergo socioeconomic studies and evaluation are entered into the BIP.

Each initiative entered into the BIP is assigned an ID. Relevant studies are then conducted, and the initiative is either approved or rejected. Each ID allows for tracking and the retrieval of historical information.

The New IPIB – Integrated Public Investment Bank

To carry out the new IPIB 3.0, at Visiion, we have added more than 10 specialists who will work on its development over the next 2 years.

A complex tool is being configured in which projects are loaded each year, tracked, and involve various national and regional public institutions. As a result, the new IPIB has the following main objectives:

  • Enhance security.
  • Migrate to the cloud, reducing current scalability challenges.
  • Decoupling.
  • Reuse.
  • Blocking.
  • Availability.
  • Improve usability.

Another goal is to improve information processing times, speeding up data retrieval by segmenting different databases according to their intended use.

The IBIP works with modules:

  • Central Administrator.
  • Regional Administration.
  • Ex-Post Evaluation.
  • Concessions.
  • Training
  • IPIB Work, which is the main module.

The challenge for Visiion is to apply a user experience (UX) design methodology to all these modules, making them more useful, clear, and easily accessible for everyone who accesses the system and needs to find information quickly and easily.

Carrying out this project requires not only technical software development capabilities but also a deep understanding of the functioning of Public Management tools, and this is where Visiion makes a difference.
