The implementation of the Local Social Management (GSL) platform has been a major challenge at the national level. This system, developed by Visiion for the World Bank in collaboration with the Ministry of Social Development and Family, aims to transform the way social services are delivered in municipalities, with the goal of achieving more efficient and effective interventions.
What is Local Social Management?
The Local Social Management project functions as a “Municipal Single Window,” centralizing social services and allowing users to access information and services more easily and efficiently. It is based on a case management model, where each user’s information is collected and analyzed to identify their needs and determine which benefits or social programs they can access.
How does it work?
The GSL system consists of modules that are implemented gradually. The base module allows for a “Social Screening” of the user. Based on the information collected in this process, it is possible to verify and update the user’s information, identify potential benefits they may be eligible for, process subsidy alerts, among other actions.
Who benefits from GSL?
The main beneficiaries of GSL are municipal employees in the Social Department, who have a more comprehensive and efficient tool to serve users. However, the system also benefits the users themselves, who receive more personalized and prompt service, and families, who can more easily access the social programs and benefits they need.

The main goal of GSL is to achieve integrated delivery of social services in municipalities. This means combining municipal programs with those that local governments implement on behalf of the central government, so that users can access comprehensive and complete care in a single place.
